It is understood that government aid is channeled through governmental channels, this does not necessarily come with the NGO's, perhaps the Mapuche organizations should contact them and suggest the most urgent needs such as food, clothing, etc.. and assure that you are open to working either stating the communities most affected and perhaps volunteers in distributing humanitarian aid in the Wallmapu. This provision of the Mapuche organizations can serve as an incentive for NGOs donor who along with their own volunteers in coordination with Mapuche volunteers to distribute aid directly and transparently to the Mapuche communities affected.

There Mapuche organizations based in cities that already meet this kind of function, perhaps one should use the experience and contacts they already have in the Wallmapu to run this type of activity. The important thing is to establish a central facility or entity that has e-mail phone for donor NGOs where they communicate swiftly and permanently.

So the idea is to establish this coordination Mapuche wide to meet this specific function in order to provide logistical support and communicate directly with the NGO's donor. Una opinión para reflexionar sobre el terremoto y tsunami en el Wallmapu

Frente a la destrucción, en particular, de comunidades mapuche-lafkenche y la posible ayuda humanitaria de emergencia.

Las informaciones alarmantes, pero predecible, que emanan de la Identidad Territorial Lafkenche indican que son "cientos los muertos y desaparecidos" que afectan a las comunidades mapuches-lafkenche de tres regiones del Wallmapu. También se señala que hay "desabastecimiento total, comunicaciones y caminos cortados". A esto se suma el corte de electricidad y agua potable, además de la destrucción de viviendas, que en total deben sumar miles de familias damnificadas; la negligencia e irresponsabilidad de la Armada Chilena de no advertir a la población del tsunami en progreso, no ayudo a salvar vidas en los pueblos ubicadas en la costa cercana al epicentro. Informaciones oficiales señalan que diversas localidades y pueblos costeros, en particular aquellas ubicadas al norte y sur de concepción el 95% de las casas resultaron destruidas.

Por otro lado la respuesta oficial del Gobierno Chileno, a través de sus diplomáticos en Europa quienes dejaron la impresión que Chile está preparado para confrontar este tipo de eventualidades y que estaban evaluando el tipo de ayuda que necesitaban, como lo señalara el Embajador Chileno en el Reino Unido, creando una visión falsa de competencia y control de la situación, visión desmentida más tarde por la magnitud del desastre y los saqueos por la falta de respuesta a la inmensa tarea por delante.

Si consideramos que en Chile en tiempos normales, muchas comunidades mapuches son maltratadas por los efectos de una política económica depredadora y excluyente. Es de suponer que, debido a esa actitud discriminatoria inherente de las autoridades winka hacia los mapuche que los caracteriza, la ayuda en socorro a las personas y familias damnificadas y los proyectos de reconstrucción que seguramente serán implementados, estamos casi seguro que las necesidades de las comunidades mapuches serán ignoradas o las últimas en ser atendidas.

Si observamos a la TV Chilena y los medios de comunicación en general, parecieran concertarse en dar cuenta de la situación que afecta a las regiones urbanas de Concepción al norte, pero se han olvidado de los pueblos ubicados al sur de Concepción, que como sabemos han sufrido un impacto similar de destrucción. Asimismo, la situación caótica que enfrentan las comunidades rurales mapuche, como siempre, parecieran haber sido totalmente olvidadas.

En consecuencia, opino que es perfectamente razonable que las organizaciones y comunidades mapuches hagan un llamado conjunto y urgente solicitando ayuda humanitaria internacional y la presencia de organizaciones no-gubernamentales, que están abocadas a ayudar a las víctimas de catástrofe o desastres naturales. Se entiende que la ayuda de gobierno se canaliza vía gubernamental, esto no necesariamente sucede con la ONG's, quizás las organizaciones mapuche deberían comunicarse con ellas y sugerirle las necesidades mas apremiantes, tales como alimentos, ropa, etc. y garantizarle que ustedes están llanos a colaborarles, ya sea indicándole las comunidades más afectadas y quizás con voluntarios en la distribución de la ayuda humanitaria en el Wallmapu. Esta disposición de las organizaciones mapuche puede servir de incentivo para las ONG's donante que junto con sus propios voluntarios en coordinación con voluntarios mapuche puedan distribuir la ayuda de manera directa y transparente a las comunidades mapuche afectadas.

Hay organizaciones Mapuche con base en las ciudades que ya cumplen este tipo de función, quizás se debería aprovechar la experiencia y los contacto que ya tienen en el Wallmapu para dirigir este tipo de actividad. Lo importante es establecer una central o ente que tenga facilidades de teléfonos e-mail para que las ONG donante tengan donde comunicarse de manera urgente y permanente.

Entonces, la idea es establecer esta coordinación mapuche amplia para que cumpla esta función específica con el objeto de suministrar apoyo logístico y establecer la comunicación directamente con las ONG's donante. Por la parte nuestra podríamos ayudar hacer los contactos con las agencias donantes de Europa y norte-América, traducir el llamado al Ingles y otros idiomas, hacer el lobby o incentivar a la ONG's ayudar al pueblo Mapuche. Estoy seguro que a esta tarea se sumarian también otros grupos mapuches y no-mapuche organizados, solidarios con la causa mapuche con base en el exterior.
